Third Screening Committee Meeting

Remarks :

Third Screening Committee (SC) meeting of SIRF was held on 29th to 31st January 2010. The objectives of meeting were to: indentify the awardees for Harka Gurung Research Fellowship (HGRF) and Matthias Moyersoen Research Apprentices (MMRA) 2009, discuss plans on Capacity Building of SIRF researchers; identify research topic for SIRF commissioned research and discuss SIRF annual report 2009 and annual plan 2010.

Chairperson of committee, Prof Dr Ganesh Man Gurung opened the meeting with welcome word to Ms Asta Balto, new SC member representing Norway. Before proceeding on agendas, meeting observed one minute silence on sad demise of SC member – Late Saubhagya Jung Saha. The proceeding of meeting is as follow:
 
Indentify Awardees for HGRF 2009: SIRF Secretariat briefed that SIRF received 131 proposals for HGRF 2009 among which 105 were send to review and 26 were disqualified for not following SIRF Procedure and Guideline. Each proposal was send to 3 independent reviewers (1 International and 2 national).
 
The meeting revised previous quota provision for social groups and decided new quota provision. The meeting set benchmark to shortlist proposals on merit basis from each social group however principal of affirmative action was applied for least represented groups where proposal below benchmark were also included in quota. In case of equal score within the sub group, innovative and new research topics were given priority. Meeting decided 20 shortlisted applicants who would be called for an interview on 18th February 2010 to verify researcher’s competence. The social groups of 20 shortlisted candidates are as follow:

 Indentify Awardees for MMRA 2009: Secretariat briefed that SIRF received 288 proposals for MMRA 2009 among which 246 were send to review and 42 were disqualified for not following SIRF Procedure and Guideline. Each proposal was send to 3 independent national reviewers.
 
The meeting revised previous quota system of social group and decided new quota system. For short listing of MMRA awardees, meeting followed same criteria decided for HGRF. Meeting decided 50 shortlisted applicants who would be called for an interview on 18th February 2010 to verify researcher’s competence. The social groups of 50 shortlisted candidates are as follow:

 Capacity Building of Researchers for Quality Research: Secretariat shared its past experience of capacity building training and remarked methodology workshop as fruitful input to researcher. However, SIRF conceived that researcher were not capable enough to link research theme with social inclusion/ exclusion issues. SC member advised to explore local agencies capable for capacity building training and for proper mentoring and guidance of the researcher in whole research period. SC meeting assigned this task to Research Quality sub-committee.
 
Commission Research: SIRF will commission independent researches on social inclusion/ exclusion issues to enhance knowledge generation in this area. The meeting assigned SC member, Dr. Mukta Singh Tamang, to develop framework for commission research. The meeting decided following theme for commission research 2010: i) Social Inclusion Atlas of Nepal; ii) Comparative Study on Social Inclusion Policies – National and International; and iii) National Inclusion Policy Research    
 
Further, Meeting also had presentation on assessment study of SIRF institutionalization and discussion on SIRF annual report 2009 and annual plan 2010. The meeting formed sub-committee under chairmanship of Dr. Madan Pariyar to finalize SIRF’s financial plan and Mr. Tirtha Dhakal, SC member representing NPC and Mr. Bhuban Karki, SC member representing Ministry of Finance would provide advisory support to sub-committee. Meeting also nominated Dr Mukta Singh Tamang as a replacement of Late member Dr. Saubhagya Shah in Research Quality Sub- Committee. In the final date of meeting, three research fellows of 2007 presented their final draft report for comment from SC.
