Workshop on Envisioning Social Science Research Council in NepalVenue : Kathmandu

On 12 July 2010, SIRF organised a Stakeholder Consultation Workshop on “Envisioning Social Science Research Council in Nepal”. The programme aimed to envisage a vision to set up Social Science Research Council in Nepal in due course of SIRF institutionalisation process. In the opening session of the programme, former SIRF SC members Mr. Teertha Dhakal shared SIRF’s past experience of institutionalisation and its debacles due to government’s administrative incompetence and unclear political discontent. Hon. Vice Chancellor of National Planning Commission (NPC), Dr Jagdish Chandra Regmi and Education Secretary, Mr Deependra B Thapa highlighted on importance of research council to enhance academic competency and strengthen policy making capacity.
In the paper presentation session, Dr. Manju Tuladhar of SIRF presented modality of SIRF institutionalisation with log term goal to form Social Science Research Council. Dr. Rohit Nepal briefed on current status of social science research institutions of Nepal and poor education outcome vis-à-vis poor research quality in the country. Emeritus Prof of Jawaharlal Nehru University (JNU) TK Oommen presented on institutional system of Indian Council of Social Science Research and Ms. Kristine Storholt of RNE-Kathmandu shared experiences of setting up Research Council of Norway and its institutional functions.
In the open session, participants raised the issues of proposed council on institutional autonomy, financial source, research funding mechanism and incorporating social inclusion theme.
Mr. Hari Sharma moderated the sessions and SIRF-SC Chairman Dr. Ganesh Man Gurung gave welcome remarks. The programme concluded with thank-giving remarks by Ms. Storholt of RNE- Kathmandu and Hans Heijdra, Director of SNV in Nepal.
